do you mean the following:

test <- matrix(c(0.1, 0.2, 0.1, 0.2,
    0.1, 0.1, 0.3, 0.1, 0.1), 3, 3)

ind <- rowSums(test <= 0.2) == nrow(test)
ind
which(ind)
