[R] Builind C code for R with cygwin [C1]

And I guess you installed R for Windows and then tried to do this?

You must either
1) Build R under cygwin as a Unix-alike or
2) Use the Rtools make if building R for Windows.

R for Windows is a Windows program, and cygwin's make does not accept 
Windows' file paths any more (it used to).

But the 'R Installation and Administration Manual' told you firmly that 
this is not going to work.
