[R] setting the environment variable R_LIBS

You (can) set environment variables in

	o .cshrc (if your shell is csh or tcsh)

	Syntax:

		setenv R_LIBS /u/etlfs/dev/users/leedsmar/R/library
	
	o .bashrc (if your shell is bash)

	Syntax:

		R_LIBS=/u/etlfs/dev/users/leedsmar/R/library
		export R_LIBS
