I presume you mean GLMMGibbs ....

It is where it has always been, on the Devel area on CRAN, e.g.

http://cran.r-project.org/src/contrib/Devel/

(That version needs some changes to work under current versions of R.)

A compiled Windows binary is also available, and will be found from the 
RGui menus.
