[R] R-2.2.1 doesn't compile under cygwin/Win2000

The cause is that you have not read the R Installation and 
Administration manual. It tells you which tools are required to build R 
under Windows. In particular, cygwin is unsupported.
For the user's convenience, a Windows binary version is also provided on 
CRAN mirrors.
