You can't use the Instant Client.  You need to get the full client CD
for your platform.

It is there.  Go to:

  http://www.oracle.com/technology/software/index.html

and click on "Oracle Database 10g" (or 9i, or whatever), then on your
platform, and look for the Client CD.
