I believe Jim Lindsey's rmutil package supports this though I've never 
used it:

BTW, I found this out by doing an R site search at

http://cran.r-project.org/ -> Search -> R site search

and typing in "Levy distribution". I got 13 hits the first of which was 
Lindsey's help page.
