I just tried this, and I don't see what you describe. On the page
http://cran.r-project.org/src/contrib/PACKAGES.html
when I click on npmc, I go to a page describing the package (i.e.
http://cran.r-project.org/src/contrib/Descriptions/npmc.html), and can
click on the package source link to download it.
Maybe you're looking somewhere else?
