[R] Error with 1.9.0 - Invalid HOMEDRIVE

I believe I have the right settings now (SET dump follows), and both 1.9.0
and 1.8.1 still fail to start as before. I have tried also setting
HOMEPATH=\ and HOMEPATH=\Documents and Settings\melbourne.
Let me know if I can gather any other useful info.
