[R] install.packages() for a local file

There is a method to install a package from a local file.
 From the unix command line, use
   R INSTALL
possibly using
   R CMD build
first.

See Writing R Extensions at CRAN for more information. Or R --help at 
the unix command line.

I haven't looked for a way using install.packages().
