[R] Cross-compiling R packages

Well, you are missing `tidy', from http://tidy.sourceforge.net/, as 
mentioned in the src/gnuwin32/INSTALL file.

I don't see what the `make' file in the last R-news has to do with this: 
all the support for cross-compiling R is in the base R distribution.
