[R] CGIwithR version 0.40

[David Firth]

A new version of the CGIwithR package is now at CRAN.  Version 0.40 has 
the following improvements:

-- more comprehensive decoding of form data
-- images are no longer cached by browsers
-- buffering of the output page to avoid server/browser sync problems

Still for unix-like systems only.
