Not that I know of.

It would be a great thing having some more Rblas.dll on CRAN,
e.g. for Xeon and Opteron (unfortunately, we don't have got such 
machines yet).

So using compilers is not allowed, but getting DLLs compiled by others 
from the Internet is allowed ... ?!
