[R] iwidgets in tcltk in R 1.7.0

Thanks Peter,

Yes, the capitalization was the problem.  My code previously 
used tclRequire("iwidgets") which worked OK in R 1.6.x on 
Windows but now I have changed it to tclRequire("Iwidgets") 
which has solved the problem!
