[R] Reading complicated data file

My problem is little bit complicate because lines starting 0 or -1 can 
be everywhere in file (there are also lines starting with 2 or -2, etc...)
so structure of file can be

0 something
-1 something
1 1 3
2 1 5
-2 something
0 something
1 2 5
1 5 6
