[R] Problems with tcltk package

I believe that the Windows version has 8.3 hardcoded in a couple of
places, so downgrading might help... However, you still need to take
the hint and set TCL_LIBRARY, as outlined in the Windows FAQ, and
likely adjust your PATH too.

(The Tcl 8.4 release announcement was only last week, so as far as I
know there has been zero compatibility testing...)
