[R] Installing splancs_2.01-9 on Red Hat Linux 7.3

Do you also have readline-devel installed? This has the headers and static 
libraries, etc., and it looks as though it is libreadline.a that is 
missing. It isn't needed by splancs, but is a standard library included in 
the linking phase of building any package with a compiles shared library, 
so installing any such package should give the same error, I think.

Splancs is maintained on an RH7.2 system with gcc-2.96-108.7.2 and 
gcc-g77-2.96-108.7.2, and no such problem has been encountered here.
