[R] ActiveTcl Version

[Ko-Kang Kevin Wang]

I've managed to compile R-1.6.0 (Patched) with ActiveTcl 8.4.0.1 two days
ago, on Windows.

(Though I'm not sure the changes made from 8.3.x to 8.4.x).
