[R] mem.tally.* in R

It's not really a meaningful concept.  R does not use memory efficiently:
it leaves objects around until it runs short and then gc's.  So you can't
really find out the minimum amount of memory a task will take.

Fortunately these things are a lot less important than even in 1999.
