Yes, and we also want to enable authors to use all features of latex,
writing portable latex files can be very limiting, because latex
installations can be very different with respect to what style files
are availailable etc.

So you should distribute both the source and the PDF. Otherwise we
would have to include latex into the list of tools that are required
for installing packages. We would also have to standardize what
"latex" really means in terms of packages, fonts, etc. ...
