[R] Debian packages for R-1.6.1 uploaded

Dirk's R-1.6.1 packages Debian 3.1 (testing) and for Debian 3.0
(stable) are now available on cran.us.r-project.org/bin/linux/debian
and should propagate to cran.r-project.org and to the other CRAN
mirrors in a day or two.
