Sort of -- I noticed a few months ago that cheapbytes.com now presses
an R cd for a modest $4.99. See item 38 on the list at:

However, this looks more like "R binaries for a lot of platforms" cd
than a CRAN cd with all the modules. But a well-written email telling
them where to start on the CRAN file tree, as well as why that may be
a good idea, might give rise to another CRAN cd. They probably ship
to the UK too.
Or other cd vendors might jump at this. You could talk to Chris
Lawrence <lawrencc at debian.org> who also sells inexpensive CDs at
www.lordsutch.com, and reads this list. Hi Chris :)
But then, maybe this is something for the R Foundation to raise a buck
or two?
