[R] packages on windows

Hola!

You need the difference between source and binary packages. man is in
the source 
package , html etc in binary packages. The file KEYWORDS is not in the
binary distribution, at least on windows. You need to get the source
distribution and install it. (It would be a good idea to incorporate
KEYWORDS in binary distributions, as many will need the source
distribution only to get this file)
