Rather, your download mechanism un-gzipped it for you:  Netscape and others
often do unless you explicitly save the link contents.  The actual file
is

auk% file Rnews_2002-2.ps.gz
Rnews_2002-2.ps.gz:     gzip compressed data - deflate method , original
file name

(after ftp-ing which is safe in this regard).

This is so commonplace I am surprised you have not met it before.
