Or Cochran+Cox: Experimental Designs, Wiley. But did "do" mean design?
For analysis, aov() or (even lm() if systematic block effects are
assumed) should work. 

I'm not too sure how to handle recovery of interblock information from
aov() output though, but it most often isn't worth the trouble anyway.
