[R] Build R-patched from Source

You don't need to edit the Makefile.  You probably do need to edit
MkRules.

Don't think so. hhc.exe appears not to be in your path, hence the first
problem below, and the second looks like another missed step.

Ah, did you install unzip.dll?

That I have no idea about.
