[R] Shared libraries for use with R

Thanks to Professor Brian Ripley I was able to fix the problem. 

The lessons are:
1) Don't use quotes in Makevars
2) If you want to use "sunperf" (Solaris) in a shared library, you
need the flag -xlic_lib=sunperf in the variable PKG_LIBS
