[R] Building R on Windows

Hi,

I'm trying to build R on Windows 2000 with R-patched_2002-01-12.tar.gz
and, following Brian Ripley's good introduction to the field, I manage to 
make everything except the very last 'make' in 'gnuwin32/installer',
which builds the installer. I get:

cannot update HTML package index in: make.packages.html(.Library)

cp rw1041/doc/html/packages.html rw1041w/rw1041/doc/html
cp: cannot stat `rw1041/doc/html/packages.html': No such file or directory
make: *** [R.iss] Error 1

Obviously the file 'packages.html' is missing, so I assume I must have
made a mistake earlier in the lengthy process, but I have no idea where it
can be. Any hints would be very much appreciated.
