[R] compiling packages

a) From Brian Ripley's page:
"You may need to copy sh.exe to c:\bin\sh.exe; the exact circumstances
are mysterious."

b) did you modify ...\src\gnuwin32\MkRules properly?

c) It's a good idea to follow the instructions in the manuals and
readmes EXACTLY!
