[R] Lotos 1-2-3 date to POSIXct

1900 was not a leap year, possibly Lotus has that wrong. The seconds
error could well be down to dealing in units of 1/1000th of a day =
86.4 seconds. The DST "error" might be better fixed by working in GMT
throughout.
