[R] Organizing the help files in a package

Answer on both question as already mentioned: 
"For details please read the manual 'Writing R Extensions'".

What tools you'll need on Windows is also described at:
http://www.stats.ox.ac.uk/pub/Rtools/
You should also take a look into the files "Install", "readme" and
"readme.packages" in the ....\src\gnuwin32\  directory.
