[R] Configuring with gcc3

I use gcc 3.0.4 on RH7.2 all the time, conpiled from courses, though.

The same as CPICFLAGS and SHLIB_LDFLAGS.

CXXPICFLAGS = -fPIC
SHLIB_LDFLAGS = -shared
