[R] hpux10.20 build for R-1.3.1

The same problem appears on an AIX machine, well sometimes at least...

So could you please dig through config.log and see if there are any
problems with detecting the C preprocessor?  

BTW, why are you setting CXXFLAGS?  Are you also setting CFLAGS?
