[R] Off-line help -- problem solved.

I re-installed R yet one more time (making sure that this time I got
R-1.3.1 --- how the ***hell*** did I get R-1.3.0 before? Like, I
mean, I just went to the R/CRAN website and downloaded ....).

Anyhow, after re-installation, the problem that I was having, i.e.
not getting any output whatever help(<topic>,offline=T), disappeared.
No idea why it was there in the first place, but.
