I think both are in the ctest package which is installed automatically when you install R.  I do not have this problem and I ma running R 1.3.1 on Windows too.

As for your second question, it is in CRAN.  Once you get to the CRAN main page (http://cran.r-project.org/), you should see a table and under "All Platforms" there is this line:
  Download the source code of the latest release: R-1.3.1.tgz (or read what's new in the latest version). 
click on "new" which is a hyperlink that shall direct you to see the changes.

Dear R-users,
   I am learning to use R 1.3.1 on a Pentium running Windows '98.  I'm
puzzled that several statistical procedures, t.test and chisq.test, do not
appear to be available on R version 1.3.1.  For example, if I type
"t.test", I get the reply, "Object "t.test" not found".  Is there a
package that I have to load in order to have access to these procedures,
or have they been dropped from the R program?  On a related question, is
there a web site that lists changes from one version of R to the next?  I
tried unsuccessfully to find such a list at the CRAN website.
