It *is* in the SetupR.exe distribution: you need to select the component
for `Source Packages', as described in section 7.2 of the rw-FAQ. If you
had done as that describes, readme.packages would be in the top-level
rw1031 folder.
Alternatively, it is also in the source distribution in directory
R-1.3.1/src/gnuwin32.
