I like your meta-package idea.  To make it more useful, it should have a 
help page which provide links to the appropriate functions in the other, 
required packages.  That is, the 00index.html file in the package should 
consist of links to functions in the other packages.  This would provide 
 a familiar structure to students of econometrics, most of whom are NOT 
familiar with statistics.  

It seems that this should take little time beyond the time needed to 
identify the functions and make the meta-package, so it might be 
worthwhile.  Unfortunately, I don't think I'll have time to bell this 
cat myself.
