[R] Several R vs S-Plus issues

There's no need for separate messages for r-devel, in fact it may be
easier with things together.  R-bugs is a special case.

Perhaps the FAQ should note that if R-devel and R-help are bulletin boards
then R-bugs is a filing cabinet.
