I have also been thinking about this, as a result of looking at
error logs on http://finzi.psych.upenn.edu.  Most of the errors
(aside from worms looking for a Microsoft web server to infect)
are attempts to find help files of contributed packages.  My
current plan is to install as many of these as possible -
possibly all of them - by the end of the month.  Then you will be
able to use my search engine (url above) to look through
packages.  This should be REALLY powerful when the new version of
HdDig becomes available, which will allow searching by phrases.
(It is in "beta" now, but I'm waiting.)

I will post to this list if and when these changes are made.
