[R] TCL/TK package for Mac

Not at this moment. There's a piece missing in getting the event
handling integrated with that of R. Steve Cassidy said he was going to
look into it at some point. It is not believed to be a hard problem,
but there is some lack of coincidence between heads knowing about Tcl
and heads knowing R internals on the Mac....
