[R] Installing packages.

The next release of R will come with a `R Installation and Adminstration'
manual (provisional title) which covers adding, updating, removing packages
on all platforms.
Meanwhile, I am puzzled as to how Windows users can miss the rw-FAQ: it is
equally prominently displayed to the main FAQ, for example as an entry on
the Help menu, on the main help.start() screen, as file the top-level
directory ....
Also, it will be easier. wget is not longer needed, and there is
a men for Packages, including `Install' items.
