[R] How to use install.packages()

Try following this section of the help page:
Argument `pkgs' can also be a character vector of file names of
zip files if `CRAN=NULL'. The zip files are then unpacked
directly.
As from the next release, there will be a menu option to do this,
but for this release rwinst.exe can still be used.
