[R] Is availble CA, GA or MAS available for R for Win?

It is.  The sources compile on Windows unchanged.  With a very few
exceptions (one is XGobi) there no `win version' of packages.

See the rw-FAQ on installing packages, as you seem to be under some
misapprehensions.
