[R] maps in R for Windows

Just to update this.  The work is still progressing (a masters student
of
mine doing the job).  We have decided to throw away the projections
code in Becker & Wilks and switch to PROJ4 (a change made possible by
recent memory management work by Luke Tierney).  I can't give a time
frame
on this because it is (partially) out of my hands.
