[R] Re: R-1.3.0 is released

As anyone with an Internet connection can download the sources, I cannot
see how anyone with access to R is `excluded' from the sources.

The issue seems to be the knowledge of how to split a file into
floppy-sized pieces (and to re-assemble them).  If we document that,
surely the issue is solved?

I just don't see how.
