I think you might do better to ask on an omegahat list.  Things have
changed a bit since I tried this, but

http://www.omegahat.org/RSJava/index.html

has a Windows binary package and instructions.  (The links appear to be to
version 0.57 and the instructions for 0.61: you may need to take that up
with Duncan Temple Lang.)
