`They' did write documentation that told you that Perl was needed, but
`they' can't read it for you.  (See the files INSTALL and readme.packages
....)  Rcmd.exe and those scripts are in rw1021sp.zip, and readme.packages
is its README file.

For the record, Rcmd is a front end to more than just Perl scripts, for
example sh scripts.

This sort of response just discourages porting tools to Windows.
