That's what it means, yes.  Windows-specific things (the help mechanisms,
the graphics device, the console, ...) are thought to be adequate for the
orginal intention, of having a version of R on Windows that works as
similarly as possible to that on Unix.  There are lots of Windows
mechanisms we don't have (drag-and-drop, DDE, OLE, reading Excel files,
...) and if Windows users want them, they are welcome to contribute them.

I intend to spend far less time on the Windows port of R in future.
If R developments can be ported easily to Windows, they will be.  On the
other hand, it has been discouraging to find that things that work
correctly on my NT4 box do not do so on Win2K, or some Win98 boxes, ...,
so `easily' is hard to gauge.
