[R] Wrong acepack compiled package for Windows

This is just to signal that acepack v. 1.3.0 (May 15 2001), compiled version
for Windows, on CRAN is incomplete. It contains only a few files and no R
code or examples. I don't have time to recompile the package (I never did
this before!). So, I cannot fix this myself.
