While Stat/Transfer and DBMS/Copy will preserve value labels going from
SAS to Stata, read.dta won't preserve them going from Stata to R.

There is documentation in the Stata manual for how to read and write Stata
value labels (including partial C code), but I haven't implemented it yet.
